An answer in one column does not decide the others. Amazon may collect sales tax from a buyer while the seller still has a federal return, a state annual fee or a seller-permit filing. Likewise, a seller with no net federal income tax can still have information returns or sales-tax obligations. Build a separate conclusion and evidence folder for each system.
Start with a factual map: who owns the inventory, who is importer of record, where title passes, where inventory is stored, who contracts with customers, where management occurs, whether anyone works in the United States and which channels make sales. Tax labels follow these facts more reliably than the LLC's mailing address.
Federal income tax and effectively connected income
The IRS states that when a foreign person is engaged in a US trade or business, income effectively connected with that activity is generally subject to US tax. The IRS also identifies profit from sales in the United States of inventory purchased in the United States or abroad as a category that can be effectively connected. This makes a real inventory business different from a founder selling remote consulting services from outside the country.
No single fact decides every case. Inventory ownership and location, dependent agents, offices, personnel, sales activity and treaty protection can matter. An LLC formed in Wyoming does not move California warehouse inventory to Wyoming, and a virtual address does not move management or fulfillment. Entity classification changes the return path. A foreign-owned single-member domestic LLC is usually disregarded by default and can have Form 5472 plus pro forma Form 1120 reporting. What Amazon's marketplace collection does and does not do

Download location information regularly and preserve monthly evidence rather than trying to recreate a year of movement after a state notice arrives.
